The Long Range Planning Advisory Council advises the college on academic, enrollment and financial direction for its campuses located at multiple sites, as well as consideration toward future developments.

	David DiBiase Director of Education, Industry Solutions, Esri Redlands, CA David DiBiase leads the Education Team within Esri’s Industry Solutions group. The Team promotes and supports the use of geographic information systems (GIS) to enrich teaching and learning at all levels, in formal and informal settings, domestically and internationally. David earned bachelors and masters degrees in cartography from the University of Wisconsin-Madison. Before joining Esri in 2011, he founded and led the Penn State Online GIS Certificate and Masters degree programs. He served as lead editor of the U.S. Department of Labor’s Geospatial Technology Competency Model and University Consortium for Geographic Information Science’s GIS&T Body of Knowledge. He was UCGIS’ Educator of the Year in 2005. David continues teaching classes and workshops in professional ethics part-time.
